Tax withholding on bonus checks

I struggle with the withholding on bonus checks every year. If I do a separate bonus check for our employees, based on Gross income from the previous year, what are the Minnesota State and Federal tax withholding requirements? Am I required to withholding the 25% for Federal? And what about the State of Minnesota? Thanks for your help!
